Summary/Abstract: The thesis analyzes the role of the party-Soviet press in the militarization of society in the 1920s and 1930s. The author proposes to consider the interwar period as a time of continuation of the Bolsheviks’ war with their own society. It was demoralized by a long and exhausting war and revolution. The Bolsheviks needed to mobilize it again and keep it under control in order to maintain their power and achieve their goals in building socialism. Soviet modernization was carried out under the slogan of creating a «new world» and a «new man». This concept was not constructivist in nature, but purely military. The Bolsheviks monopolized the right to use information, liquidated all other press bodies, extrapolated the norms of military censorship to the entire press, turned it into a triune system-operative mobilization tool of their ideology and politics (agitator ‒ propagandist ‒ organizer, according to Lenin). The de jure legitimization of military violence against the civilian population was carried out during the implementation of the «war communism» policy. The press contributed to its actual prolongation for all time. The struggle for the mobilization of people to fulfill the goals of the state was the main content of the press. The fight against the «enemies of the people» was carried out by its means. The relations of the press with the regime had an interdependent and mutually determined character. The press was an important factor in Bolshevization and Sovietization of society. It served to consolidate supporters of the Bolshevik ideology and contributed to the establishment of a totalitarian state system in Ukraine. The press prepared Soviet society for the outbreak of the Second World War by the Soviet regime.
