Summary/Abstract: The absolutist Russian Empire presented the Holy See in 1782 with a fait accompli of organizing church structures for the Catholics in its territory. This prompted Pope Pius VI to establish diplomatic relations with Catherine II in order to canonically establish the metropolis and archdiocese in Mogilev. The mission in Saint Petersburg was undertaken by the former apostolic nuncio in Warsaw, Giovanni Andrea Archetti, in 1783-1784. The aim of this study is to present and explain the legal phenomena that occurred during the creation of the largest church province and diocese in the world. The assigned tasks required negotiations with the St. Petersburg court in order to reconcile divergent points of view. The Legate of the Holy See was forced to make concessions, however, within the competences transferred to him and within the limits of applicable canon law. The actions taken on behalf of the Pope constituted the implementation of delegated authority as a substitute and were recorded in the relevant foundation documents.
