Summary/Abstract: This study focuses on the Pleven-born Ottoman civil servants recorded in the Registry Books. The socio-cultural origins, education levels, distribution of duties and salary structures of these officials are analysed. In addition, this study aims to provide a holistic perspective on the local origin cadres of the Ottoman bureaucracy through bureaucrats born in the provinces. According to the findings, all of these officials were Muslims and among them there are also names descended from Gazi Mihal Bey. Among the professions of the fathers of the officials are there muderris, merchant and butcher and this diversity shows that the families belonged to different socio-economic strata. A significant number of these statesmen were graduates of the sanbyan school. On the other hand, some individual tendencies preferring modern educational institutions are also noteworthy. The duties of the officials were mainly centred around the kaza administration, law enforcement and commercial-administrative units. This shows that the relevant bureaucrats play roles in both local administration and economic functioning. The differences in the age at the beginning of the civil servants’ employment and their employment types point to the flexibility of the public structure and the diversity of individual career paths. In addition, the distribution of salaries of the civil servants in the study reflects the centreprovincial divide and the financial priorities of the state. These findings reveal the position of Pleven-born civil servants in the state organisation and their importance in the administrative structure.
