Summary/Abstract: The article explores the evolution of the European Union's plans to build key military capabilities to enable the Union to independently and effectively conduct future multinational operations. The analysis of the series of initiatives, plans and concepts shows that the existing shortfalls have not been addressed yet, and there are still serious deficiencies in the military capabilities of the European Union.
