Summary/Abstract: Mobile technologies evolve incredibly fast and provide instant access to a constantly increasing amount of information. They offer new opportunities for communication and knowledge transmission both between individuals and groups regardless of time and physical location. This makes them a key element of the contemporary learning, scientific and information environment. The present paper aims to outline the tendencies in the development of European and particularly Bulgarian educational and information policies for application of digital technologies and especially mobile technologies, to clarify the notions of “mobile learning” and "mobile digital library” as well as to analyse the conclusions of an empirical study on “Mobile digital libraries and mobile learning” conducted amongst information users. The paper advocates emphasising digital forms of provision of reliable, diverse and quickly accessible information on a mobile device in order to satisfy the information needs of modern scientists, practitioners and learners.
