Summary/Abstract: This text traces the main theories and concepts in contemporary urban planning and participatory urban governance in Europe. Since the middle of the last century participative practices have been imposed on a global scale in local decision-making processes. The importance of participatory governance in the European Union is growing due to the need of new forms of democracy and legitimation of power. Following these changes, urban planning, traditionally a closed and expert activity, began to open up to the wider public. Participative urban planning is a process in which citizens and stakeholders participate by planning and co-creating the urban space. Culture has a key role in the process, especially in cases where a change in the current urban environment is sought. There are a variety of planning practices that incorporate culture into the planning process. In some cases, culture is the object of planning, in others – a tool, approach or, more generally, a way through which planning is made. This text outlines major themes and issues in the practice of participative planning for and with culture. The main questions are: who plans and how and in what way culture is integrated into the urban planning process. To answer these questions, I analyze examples of urban planning in Sofia from the past ten years.
