Summary/Abstract: Disasters are events that negatively impact the infrastructure, economy, and social fabric of societies. While climate change , urbanization, and technological advancements increase disaster risks, building resilient societies requires long-term planning and risk reduction strategies. The aim of this study is to analyze the strategic importance of public administration in building disasterresilient societies. The study was conducted through a literature review and document analysis, drawing on legal and theoretical frameworks. The role of public administration in risk reduction, preparedness, response, and recovery processes was evaluated by examining relevant legislation (e.g., Law No. 587 and other disaster-related regulations) and academic studies. The study's results demonstrate that a holistic disaster resilience mechanism can be established through collaboration between central and local governments, along with support from civil society and the private sector. Public administration enhances societal resilience by fulfilling its core functions of raising risk awareness, strengthening infrastructure, and streamlining disaste r management processes. Consequently, through strategic planning, legal frameworks, coordination, and resource management, public administration emerges as a central actor in building disaster-resilient societies. This comprehensive approach minimizes the devastating impacts of disasters and ensures that societies are safely prepared for the future.
