Technology Adoption in Digital Era: The Role of Public Policy in Indonesia to Encourage Digital Public Service Management

Summary/Abstract: The purpose of this study is to explore technology adoption in implementing digital public service management within Lamongan’s local government, Indonesia. It also highlights implications for Indonesia’s Sustainable Development Goals (SDGs), particularly SDG 9, which includes the indicator of the proportion of the population served by mobile broadband. This qualitative case study uses Lamongan as the primary case. Findings indicate that successful implementation is supported by commitment, accountability, and synergy among local leaders. First, commitment has to be reflected in prioritizing programs that develop an ideal digital environment, such as infrastructure and facilities. Second, accountability has to be enhanced to ensure transparency, enabling Lamongan residents to receive faster, more accurate services. Third, synergy among leaders has to be fostered to deliver services that are accessible, fast, affordable, secure, and comfortable. With the right strategies, Lamongan can contribute to SDG achievements and support the vision of a Golden Indonesia 2045, marked by better quality of life and sustainable development, mirroring successes of other regions effectively implementing digital technology.
