Summary/Abstract: This study examines the evolving role of autonomous artificial intelligence-enabled unmanned aerial vehicle (AI-UAV) systems in reshaping security dynamics across Eurasia. It examines how AI-UAV technologies have accelerated the diffusion of military capabilities outside of states, empowering non-state actors and intensifying asymmetric warfare in recent conflicts and proxy wars. AI-driven UAVs challenge conventional state-centric security paradigms by blurring the distinction between state and non-state actors, thus increasing government, multinational, and armed group interdependencies. This system exacerbates power asymmetries and increases strategic uncertainty and escalation risks in a region characterized by persistent geopolitical competition and endemic conflict. To assess the implications of AI-UAV proliferation on governance, deterrence, and international cooperation, the study adopts a comparative and empirical approach. It concludes that current hierarchical security frameworks are inadequate to manage emerging transnational threats, and that cooperative, multi-actor governance mechanisms are needed to mitigate the risks associated with autonomous military technologies in Eurasia.
