Rent Control Under the Eyes of the Panopticon: The Impact of Visibility and Control on Tenant-Landlord Relations

Summary/Abstract: This study aims to examine the economic and social effects of rent control policies within the framework of Michel Foucault's Panopticon metaphor. The study employed a literature review and quantitative secondary data analysis as its primary method, combined with a comparative analysis of the OECD’s 2015-based (2015=100) rent increase index was analysed comparatively with the rent increase rate, inflation and minimum wage data between 2010 and 2025 in Türkiye. The effects of surveillance, discipline and visibility on tenant-landlord relations were analysed in the study. Within the scope of the research, the conceptual framework of the Panopticon was adapted to rent control policies. It was revealed that the constant surveillance principle of the Panopticon was similar to rent control mechanisms. In addition, it was found that tenants were able to partially mitigate information asymmetry by using technological tools. However, the study emphasizes that while rent control policies may reduce economic inequalities, they can also create long-term negative effects, such as a decline in housing supply. As a result, the visibility provided by technology can contribute to the development of a more equitable housing market. However, it is important to develop balanced and sustainable policies by taking ethical and privacy issues into account in this process.
