Summary/Abstract: This paper analyzes the 2023 reform of Germany’s electoral system and its systematic consequences for the 2025 election. The central argument is that the system was not changed thorugh a direct reform of electoral rules, but was rather reformed through the use of layering - the addition of new rules onto existing ones, thereby altering their institutional logic. A clear systematic flaw is identified: the introduction of the second vote coverage, alongside the consequent elimination of compensatory mandates, results in a number of electoral districts effectively being left without its representative. The empirical analysis of the reformed system’s performance highlights a continued trend toward proportionalization, as well as distinct characteristics emerging within the affected districts.
