Summary/Abstract: Since Russia launched its full-scaleinvasion of Ukraine in 2022, it has used socialmedia as a platform to promote pro-military andpro-state propaganda. This policy affected all publicinstitutions in Russia, including in the regions. Soonafter, a top-down system of social media posting wasdeveloped and people working on the ground soonfound themselves in the position of having to act alsoas propagandists. Not all agreed with this policy.
