Summary/Abstract: Sanctions are always a kind of double-edged sword. In order to be effectiveand prevent bypassing, they have to be comprehensiveand include as many countries as possible. Changing elitebehaviour depends on increasing the kind of pressure thatpushes parties off the battlefield and to the negotiatingtable. Sanctions can therefore help to tip the balance.
