Corruption, patronage, nepotism and Prague Municipality between 1784 and 1918. Probe into the issue

Summary/Abstract: The contribution, using probes into case files, court reports and daily newspapers, tracks what kinds of corrupt conduct can be identified at the municipality, what types of officials and elected representatives have been accused of corruption, how the bureau‘s leadership has approached these cases, and how the public has reacted to them.Despite the limited exercise of economic governance, petty official corruption and non-transparent management were a pressing problem even before 1848. With the emergence of elected self-government (1848), there is room for a new type of corrupt conduct. Municipal leaders, who were often involved in a variety of commercial institutions and businesses, now had the opportunity to promote the interests of these organizations in the sphere of self-governing bodies. Thus, the awarding of large municipal contracts was often not without reference to the affinity of municipal politicians with joint-stock companies or the corporate boards that went through bankruptcy proceedings. Allegations of corruption have also become a standard part of the electoral battle at this time.
