Summary/Abstract: Russia’s invasion of Ukraine has involved the most extensive use of offensive cyberoperations by one state against another in history. It isnow obvious that blurring the lines between competition,crisis and war in cyberspace requires continuity incyber defence. As a result, national cybersecuritymust be one of the state’s top priorities in termsof policy focus and budget allocation.
