Summary/Abstract: This report examines the transformations of national security in the context of the digital revolution, with an emphasis on the ethical-ontological risks arising from the application of artificial intelligence. The analysis focuses on the need to create a "Digital Charter of Human Rights". The changed dimensions of risk, the new structure of threats and the concept of coordinate ethics, in which the state is not a bearer of force, but a transmitter of conscience, are examined
