Summary/Abstract: The military presence of the Russian Federation on the territory of the Republic of Moldova represents one of the most sensitive and persistent legal and political issues in the post-Soviet space. Initially justified by the circumstances surrounding the dissolution of the USSR and the 1992 armed conflict on the Nistru River, this presence has gradually evolved into a factor of geopolitical pressure on the Moldovan state. Although the Russian Federation committed, at the 1999 OSCE Istanbul Summit, to fully withdraw its troops and armaments from the Republic of Moldova, these obligations have not been fulfilled to this day. In the absence of a valid bilateral agreement or an international resolution justifying the stationing of the Russian contingent, its presence lacks any legal basis and contravenes the fundamental principles of international law, including the sovereignty and territorial integrity of the Republic of Moldova. The complete withdrawal of Russian troops remains an essential condition for restoring international legal order and advancing the peaceful settlement process of the Transnistrian conflict.
