Summary/Abstract: Urban transport in the city of Tetovo faces numerous challenges related to the increasing number of private vehicles, the lack of adequate infrastructure and the limited capacities of the existing public transport. These problems directly affect travel times, air pollution and the quality of life of citizens. This study aims to analyze the potential for improving urban transport in Tetovo through cost-benefit analysis (CBA), as an efficient tool for assessing possible development scenarios. The paper considers three main components: 1. Introducing new city bus routes and determining optimal service frequencies. 2. Using electric buses to reduce long-term operating costs and reduce pollution. 3. Creating dedicated bus lanes to ensure greater efficiency and reduced travel delays. The analysis of benefits includes saving travel time for passengers, reducing fuel consumption and reducing pollutant emissions. On the other hand, the costs are mainly related to the initial investment in infrastructure and the new bus fleet. Preliminary results show that the implementation of an optimized public transport model in Tetovo, with three urban lines, 10 electric buses and around 5 kilometers of dedicated lanes, would bring economic and environmental benefits that significantly exceed the initial project costs. The conclusions of the study suggest that the application of a systematic approach through cost-benefit analysis can serve as a guide for decision-making institutions towards creating a modern, sustainable and efficient urban transport system in Tetovo.
