Summary/Abstract: Dynamic changes in the urban environmentoblige us to look for new concepts for shapingcity space. The concept of governance is becominga current trend, often related to the idea of sustain-able development, which is the main developmenttendency of modern agglomerations. Governanceis a valuable core for governing the city, an im-portant element of which should be the partici-pation and inclusion of all urban policy entities.Nevertheless, it is a universal concept. Due to theneed to take into account specific local conditions,a case study of the city of Bydgoszcz was used. Theresearch hypothesis was that the implementationof urban policy in shaping Bydgoszcz’s space isan ineffective implementation of governance as-sumptions. The author presented the determinantsof urban policy in this area. She also conductedsurveys on 800 residents of Bydgoszcz aged 18 andover. Their aim was to verify the residents’ positionon the quality of Bydgoszcz’s urban space and theparticipation of Bydgoszcz residents in the processof shaping it. This led to a confirmation that theimplementation of governance in the Bydgoszczrealities, although formally present, does not fully fulfill its functions and does not implement theassumptions effectively. The study is thereforea diagnosis that is a signal for decision-makersand urban practitioners.
