Summary/Abstract: The aim of this article is to present historicalchanges in the Ukrainian Soviet Socialist Republicbased on an empirical analysis of the reforms ofthat time. In the Soviet Union, there were severalattempts to reform the socialist economy. How-ever, none of these reforms changed it structurallybecause they did not aim to build a new economicorder or transform the old one; their mission wasmerely to save the socialist economy. The research area covers the reform activitiesof Nikita Khrushchev, as well as the reforms ofthe 1960s and 1970s. An important period ofreform of the economic and political systemsoccurred in the 1980s. The bold economicand political reforms introduced by MikhailGorbachev were subsequently referred to as“perestroika” (reconstruction), “uskorenie” (ac-celeration), and “glasnost” (openness). However, these reform activities were generally delayed anddid not contribute to the stabilization of theeconomy or state policy, but even destabilizedit. However, repeated and ill-considered reformscaused unexpected changes in the policy and eco-nomic system of the USSR including the socialisteconomy of Ukraine.
