Summary/Abstract: The chosen topic on the alignment of the national regulatory framework for the protection of movable cultural heritage with the European acquis is highly relevant and novel for several reasons. This article addresses the harmonization of Moldova’s national legal framework for protecting movable cultural heritage with the European acquis. It begins by outlining the concept of classification as a process of evaluating and hierarchizing movable cultural assets based on their cultural, historical, or artistic value to determine appropriate protection regimes. The study emphasizes that the protection of movable cultural heritage in Moldova is a shared responsibility among different authorities and institutions, each with a distinct role within the legislative framework established by Law no. 280 of December 27, 2011. Local public administration bodies, including district and municipal councils, hold complementary roles by collaborating with central authorities and cultural institutions to ensure the identification, preservation, and restoration of movable cultural goods within their administrative territories. They also contribute to promoting cultural heritage at the local level through cultural events such as fairs, festivals, and exhibitions, which facilitate public engagement and awareness. The article further analyzes the criteria and procedures for classifying movable cultural assets to guarantee their protection and conservation. It highlights the establishment and functioning of the Service for the Registration and Circulation of Movable Cultural Goods, detailing its responsibilities in managing the inventory and movement of such assets to curtail illicit trafficking. Moreover, it stresses the importance of legal documentation, including personal data of declarants and proof of lawful possession, which are essential for safeguarding ownership rights and ensuring compliance with regulatory requirements. Preventive measures against illegal export and import are presented as critical components of the control regime, aligning Moldovan legislation with international standards such as the UNESCO 1970 Convention. In conclusion, the article demonstrates Moldova’s ongoing efforts to consolidate and improve the institutional and regulatory framework for movable cultural heritage protection, aiming for full alignment with European norms. This harmonization fosters enhanced cultural preservation, sustainable management, and international cooperation, strengthening both local identity and compliance with global heritage protection obligations.
