Summary/Abstract: This article provides a comparative analysis of parliamentarism in Azerbaijan and Romania, emphasizing the interplay between historical legacies, institutional design, and democratic legitimacy. The study applies the principal agent model and the concept of the crisis of representation to highlight the structural differences between the two systems. In Azerbaijan, the unicameral Milli Majlis (125 deputies) functions primarily as an extension of the executive, with parliamentary elections failing to ensure genuine competition or pluralism. In Romania, the bicameral legislature—composed of the Chamber of Deputies (331 members) and the Senate (136 members)—operates within a semi-presidential framework that guarantees pluralism and alternation of power, yet faces persistent challenges of corruption, populism, and declining public trust. By contrasting an authoritarian presidential regime with a flawed but functioning democracy, the article underscores how representation, legitimacy, and efficiency remain contested dimensions of contemporary East European parliamentarism. The conclusion offers critical yet constructive reflections on reforms needed to restore democratic accountability and strengthen the legitimacy of parliamentary institutions in both countries.
