Methodology for monitoring the digitization process of Romanian city websites

Summary/Abstract: The digitalization of local public administration represents an essential prerequisite for enhancing transparency in the local decision-making process and strengthening e-democracy. This article proposes an integrated methodology for monitoring the level of digitalization of city websites in Romania and assesses the degree of implementation of the legislative requirements imposed by the Administrative Code, through Annex 1 regarding the Electronic Local Official Gazette. The proposed research method combines quantitative and qualitative tools, aiming to objectively evaluate the level of accessibility, transparency, and digital openness of public institutions.
