Summary/Abstract: The issue of public morality and the potential legalization of prostitution remains a subject often surrounded by prejudice and stereotypes, yet increasingly tolerated, including in Eastern Europe. This analysis encompasses social, legal, administrative, and financial dimensions: from contradictory public attitudes to the protection of professional freedom and potential additional revenues for the state budget. The discussion is supported by legal doctrine, case law, and social realities, raising essential questions regarding the morality of the 21st century, the feasibility of regulated establishments, the reduction of criminality, and the social and economic benefits. Arguments in favor of legalization include the protection of those involved, public health considerations, crime reduction, and financial contributions to the state budget. Nevertheless, opinions remain divided, and the central question persists: can prostitution be regarded as an occupation within the framework of the labor market? The purpose of this study is to reveal the extent to which legislation is aligned with the current level of societal development and factual realities, whether social values have transformed, and whether the European Union’s recommendations on the legalization of prostitution (or the phenomenon itself) are gaining ground in Romania, including for activities such as video-chat or sex work.
