Summary/Abstract: The paper presents the emergence, spread and diversification of qualifications frameworks (QFs) from a historical perspective and in a functional approach. It discusses the main components of the QFs, the learning outcomes, which have become crucial from the macro to the micro level and simultaneously perform multiple functions such as system-building, regulatory, pedagogical. In addition to international examples, the paper reflects on domestic policy measures, and takes stock of effects, critical literature and challenges.
