Summary/Abstract: The author begins from the position that the right to freely express an opinion, namely the right of a citizen to objective and full information entails the responsibility for the spoken word. She believes that this is the most important and far-reaching function of the freedom of expression since it protects the dignity of the own personality. The dignity of others is also protected and respected in this manner. The mutual interdependence of these two fundamental human rights is emphasised by the European Convention for the Protection of Human Rights and Freedoms which explicitly states that freedom to hold opinions and to receive and impart information "carries with it duties and responsibilities - protection of reputation or rights of others". By her analysis the author demonstrated that in Serbia clearly the question of abuse of one right with the aim of quasi affirmation of the other right is posed. In the social and cultural context of the Milosevic authoritarian regime the state politics in the sphere of media law bequeathed far reaching and tangible consequences in the field of culture of a public word. It promoted a culture where making any distinction between truth and lies was abandoned. Obvious, daily and empirical confirmation can be found in the political scene which is overwhelmed with the hypocrisy, defamations, insults and above all varied primitive discourse.
