Summary/Abstract: This article explores how the European Union uses strategic communication to support the resilience of the Republic of Moldova amidst the challenges posed by the armed conflict in Ukraine. The study focuses on the EU’s role in strengthening Moldova’s ability to counteract disinformation and foreign information manipulation, particularly from Russia. Through an interdisciplinary approach, the research integrates legal and policy analysis with a comparative review of EU communication strategies before and during the conflict. It also applies institutional discourse analysis and content analysis of strategic EU messages to uncover key narratives and tools that shape public perception and societal resilience. The study underscores the significance of EU Moldova collaboration in addressing hybrid threats and promoting stability and integration into the European community. Every sovereign state has the fundamental right to ensure its defense and invest in its protection and resilience capabilities, as these actions are compatible with Moldova's neutral status. The country’s resilience in the face of the armed conflict in Ukraine is a multidimensional concept involving the strengthening of institutions and society in the face of complex threats. This resilience is based on effective coordination between national authorities, European institutions and citizens, in a long-term approach aimed at ensuring peace, stability, prosperity, security and European integration. The findings reveal that EU strategic communication - delivered through mass media, public diplomacy, and educational initiatives - has played a crucial role in ensuring Moldavian citizens access accurate information while combating hostile narratives. Moldova’s efforts to bolster its resilience were notably reinforced by establishing the Centre for Strategic Communication and Combating disinformation in 2023 and entering into a security partnership with the EU. These steps highlight Moldova’s commitment to strengthening its institutional capacities, enhancing cybersecurity, and advancing European values.
