Summary/Abstract: In 1881, Prince Alexander decided to take the country’s modernization into his own hands by receiving extraordinary powers from the Grand National Assembly. For this purpose, the Prime Minister, Russian General Kazimir Ernroth held the elections and organized the voting in the second Great National Assembly, after which he left Bulgaria. The deputies of the assembly voted outside their regular meetings to appoint the prime minister to remain as the head of the executive power, but he refused.
