Summary/Abstract: This research examines how corrupt state leaders are systematically subjected to blackmail mechanisms by great powers. The fundamental problematic of the study is how great powers transform the ethical vulnerabilities of corrupt leaders into geopolitical tools. A comparative analysis of Mobutu Sese Seko, Ferdinand Marcos, Sani Abacha, and Viktor Yanukovych cases was conducted using qualitative research methods. Findings indicate that leaders' illicit wealth is detected by great powers' intelligence networks and transformed into blackmail instruments. The research contributes the concepts of "cyclical instability model" and "global trap" to the literature. Results reveal that corruption constitutes a national security threat and ethical governance must become a strategic priority.
