Technology and Politics: The USA National Quantum Strategy

Summary/Abstract: This study examines the strategies of the USA for quantum technologies. Using content analysis, it analyzes the main themes, goals, investments, and research and development activities in the relevant strategic documents of the USA. Accordingly, the USA primarily aims to maintain its global leadership in this technology, leverage its opportunities, and mitigate its associated risks by establishing a balanced relationship between national security and economic growth. The documents highlight several weaknesses and challenges, such as inadequate coordination between government agencies, a workforce that is not well-trained, gaps in interdisciplinary education, and uncertain effects of quantum research on economy and security. To address these challenges, the goal is to establish a quantum ecosystem by promoting stronger coordination and cooperation among institutions within the country. It also emphasized the importance of international collaborations, aiming for joint studies with like-minded countries. Strategic priorities include training a qualified workforce in quantum technologies and encouraging the return of skilled professionals. Additionally, it is suggested that interdisciplinary quantum education be provided at the university level and that educational reforms be made to spark interest in the field at pre-high school levels. While the need to develop the necessary infrastructures for conducting quantum research effectively is emphasized, it is also recognized as essential for federal institutions and industry to adapt to emerging quantum technologies.
