Summary/Abstract: For the evaluation of a judicial system there are two aspects that need to be considered: independence and accountability. One difficulty a state is facing in combating judicial corruption is to strike a balance between the necessary independence of the judiciary and a certain degree of non-political accountability. This is generally achieved by organizing the judicial system so that it can be effectively carried out and ensuring that it operates in a transparent manner.
