Modernization of romanian legislation on the identification of natural persons

Summary/Abstract: The trend of modernization of public administration in Romania is also reflected in the legislative changes in the field of identification of individuals and their records. In particular, numerous aspects regarding the records of individuals, the electronic identity card and the organization of civil status are targeted. The aim was to create unitary IT systems coordinated at a central level in the field of records of individuals as well as in the field of civil status. For this reason, the entry into force of some measures has been repeatedly postponed. The modernization and application of the legislation on the identification of individuals appears as an important guarantee of respect for the right to free movement of individuals. The objective of this paper is to present the way in which records of individuals and civil status are organized, to present some new elements introduced in recent years, to establish their social efficiency. The method used is the quantitative method. The analysis of the topic highlights the need to meet the technical conditions to make it possible to implement this set of measures that will make citizens lives easier and, on the other hand, the need for stability and predictibility in legislation.
