Summary/Abstract: Romania was one of the countries that influenced the fate of the First World War. Its strategic position, military situation, rich agricultural and underground resources increased the importance of Romania for the belligerent countries. Although Romania faced pressure and threats from those countries, it did not rush to join the war. For this reason, its decision was closely followed by the other ones. Despite the importance of Romania, academic studies on the subject are repetitive and no academic study has been conducted specifically on the view of Romania in terms of the Ottoman intelligence structure. This study has two main aims: The first is to reveal the institutions and individuals who collected information on behalf of the Ottoman Empire in Romania, in other words, to reveal the intelligence networks in detail. The other is to analyze how the collected information was conveyed to the decision-makers after being transformed into intelligence and what measures were taken accordingly. The study, which uses a monographic method, is based on the civil and military archival documents of the Ottoman Empire. In order to illuminate the grey areas not reflected in the documents, witnesses of the period were consulted. In addition to these, local and foreign research works were also utilized.
