Summary/Abstract: This article presents the concept of knowledge-based state-owned enterprises (KBSOEs) asinstruments for implementing mission-oriented regional policy. Despite decades of public interven-tions and various policy tools – including structural funds, operational programs, regional develop-ment agencies, and smart specializations – many regions remain in economic stagnation. A key factorin regional policy effectiveness is the knowledge.KBSOEs combine four elements: market-based operation, state ownership control, strategic use ofknowledge as a fundamental organizational resource, and mission-oriented focus on solving specificregional challenges. This hybrid organizational form differs from traditional state-owned enterpris-es, universities, and regional development agencies. In regional innovation systems, KBSOEs canperform several critical functions: coordination, incubation, application, and strategic guidance. TheSWOT analysis reveals that while KBSOEs offer significant potential for addressing regional develop-ment challenges, their implementation requires careful institutional design to prevent politicizationand ensure effective governance.The article also outlines a research plan for further development of the KBSOE concept across threecomplementary dimensions: theoretical, empirical, and operational. This research should employa multidisciplinary approach combining economics, management science, regional studies, politicalscience, and sociology.
