Summary/Abstract: On 19 March 2025, the European Commission and the High Commissioner for Foreign Affairs and Security Policy presented the White Paper on European Defence, a document expected to be adopted in the first 100 days of the mandate of the President of the European Commission, Ursula von der Leyen. The significance attached to this un dertaking is more important than ever, given the profound acceleration of the unpredictable nature of the security environment, decisively generated by the war in Ukraine. At the same time, the publication of the White Paper is part of an evolutionary process of European cooperation in the field of defence, including important progress made in terms of operational dimension of the EU’s engagement in the crisis management. In this vein, the White Paper represents a strategic inflection moment within the European defence project, generating a new agenda of priorities in which ensur ing deterrence in the face of potential aggression is the main guiding element of the Member States’ efforts. At the same time, this document offers a consistent set of priorities as regards the development of defence capabilities, identified by capitalising the progresses made so far, as well as by taking into account the lessons learned from the war in Ukraine. The added value of this document is also validated from the perspective of the practical aspects of benefiting from the financial support for defence, initiated lately both at EU and member state level. The interest in considering defence as a top priority in the European context is, therefore, one of the main aspects addressed by this document. At the same time, it is worth mentioning the consistency of the practical side that the White Paper puts forward including a wide range of topics, such as closing capability gaps, joint procurement, optimising the defence industry, consolidating the European defence equipment market, all of these completing its strategic profile.
