Summary/Abstract: Terrorist threats in Bosnia and Herzegovina have evolved in recent years, particularly in the post-pandemic context, increasingly taking on decentralized and diverse forms. In this regard, the institutional response of the state must be proactive, flexible, and strategically oriented toward the future—not only by reacting to specific threats but also by identifying emerging trends and risk factors early. An effective counterterrorism approach requires that security policies do not focus solely on repressive measures against individuals who have already been involved in violent extremism or have participated in foreign conflicts. The key lies in prevention—strengthening community resilience, understanding the individual and social drivers of radicalization, and developing mechanisms for the early identification of vulnerable groups. This paper analyzes the capacities of Bosnia and Herzegovina to respond to contemporary threats that lead to terrorism, with particular emphasis on institutional mechanisms, preventive policies, and societal resilience.
