Summary/Abstract: This article seeks to examine several essential dimensions concerning the adoption of children with special needs. These needs pose a substantial challenge not only for adoptive families but also for state institutions and society as a whole. Although the term “hard to adopt child” has been removed from legal and institutional terminology, the complexity of these children's circumstances and the imperative to raise awareness regarding their specific needs remain pressing issues. Adoption provides children with special needs not only with access to a permanent family environment but also with the opportunity for genuine emotional and psychosocial development. A stable family context, emotional support, and affection can play a vital role in the recovery and long term integration of these children. Adoption has the potential to heal emotional trauma and restore a sense of meaning and value to the lives of adopted children. It is particularly important to emphasize that many of these children, frequently reduced to mere statistics, require not only the unconditional love of adoptive parents but also the sustained involvement of competent institutions, including the provision of specialized post adoption services. The current legal framework, together with the initiatives of governmental bodies, non governmental organizations, and committed individuals acting in the best interest of the child, reflects a growing societal concern for identifying sustainable solutions to ensure the integration of children with special needs into suitable family settings. Nevertheless, despite notable progress in the reform of Romania’s social policies, the child protection system remains in need of further structural improvements. One of the key priorities should be the transformation of prevailing societal attitudes, particularly by addressing the persistent biases that hinder the provision of equal and dignified treatment for all children, including those with special needs.
