Summary/Abstract: Ukrainian Healthcare in Wartime: Dilemmas and Challenges is a publication dedicated to the problems faced by the health sector during Ukraine’s difficult struggle against Russian aggres- sion. The conflict with a major power – undoubtedly the Russian Federation, despite its many shortcomings – has created immense challenges related to the need to provide basic healthcare, both in the civilian and military spheres. The destruction caused by the Russian invasion, which has not spared hospitals, medical centers, and other healthcare-related facilities, has resulted in a serious gap in the Ukrainian healthcare system. This gap is especially difficult to bridge given the ongoing war faced by the young Ukrainian state. Once the hostilities have ended, Ukrainian decision-makers will have to address the issues outlined above – problems generated by the dynamics of wartime – as well as undertake a bold transformation of the healthcare system, in many aspects virtually rebuilding it from the ground up. This article discusses most of these issues, though it is limited to those the author considers most essential, given the broad scope of his research interests. In addition to assessing the current situation, the author also seeks to outline prospects for the development of the Ukrainian healthcare system in times of peace. This vision is based on the experiences of EU member states, particularly those that joined in the early 21st century – experiences Ukraine is likely to draw upon once the war has finally ended.
