Summary/Abstract: Maintaining a replacement fertility rate is essential for sustainable development. Vietnam is facing a decline in fertility rates, posing significant economic, social, and human security challenges. This paper analyzes the current trends in Vietnam’s fertility decline, investigates its causes and consequences, and proposes practical solutions. Using an empirical research approach, the study identifies key contributing factors, including economic growth, rising living costs, lifestyle changes, and high infertility rates. The findings highlight the economic and social impacts of a declining fertility rate, such as labor shortages, reduced economic competitiveness, and increased burdens on the welfare system. To address these challenges, the paper advocates for pro-natalist policies, financial incentives, healthcare and education improvements, and lessons drawn from international experiences. Implementing these strategies in collaboration with stakeholders will help Vietnam sustain its fertility rate, ensure long-term development, and provide valuable insights for other nations confronting similar issues.
