How to measure the accessibility of housing? The creation and pilot application of a methodology for mapping and categorising the accessibility of apartments

Summary/Abstract: The paper provides a description of the development and pilot application of a methodology for mapping and assessing the accessibility of existing housing stock from the perspective of persons with disabilities in the overall context of population ageing. The methodology presented reflects the latest standards for housing accessibility as introduced in Czech legislation in 2024 and builds upon two pre-existing tools for mapping and assessing the accessibility of the built environment - the Swedish Housing Enabler tool and the Czech Accessibility Categorization Methodology. Based on the source materials and professional practice, a panel of experts established a set of 230 parameters that need to be measured so as to identify environmental barriers and assess the accessibility of apartments. The pilot application of the methodology showed that ill-conceived layouts and hygienic facilities are often identified in apartments that are intended for persons with disabilities, which both contradict the related legislation and negatively affect user comfort. Conversely, the ordinary housing stock also contains apartments that correspond to the required basic parameters and standards defined for accessible housing, or which can reach these standards following the implementation of low-maintenance modifications. The methodology has the potential to help municipalities in terms of the efficient management of the ordinary housing stock.
