Summary/Abstract: The proposed text examines the transformation of the theocratic idea of symphony of powers into papoceasarism and caesaropapism according to the dogmas and the rules of the Church adopted at the Second Ecumenical Council.An attempt is made to reveal the historical situation before, during and after the council in the Church and in the state. The dogmas and canons of the council are analyzed in connection with the theocratic process regulating the relations between secular and ecclesiastical powers towards the end of the 4th century.
