Summary/Abstract: This article analyses the role of operational risk in the context of dynamic changes in banks' activities, and of actions undertaken at the international level and aimed at mitigating such risk. The importance of operation risk has increased substantially in recent years due to advancing globalization and financial integration and increasing use of information technology, development of new banking products, and the expansion of banking activity to field previously reserved for other financial institutions, such as insurance companies and brokerage institutions. The aforementioned increasing importmence of operational risk has led The Basel Committee on Banking Supervision to undertake several activities, the most significant of which has been the inclusion of this type of risk in the New Capital Accord. However the Basel Committee's solutions for operational risk mitigation are often criticized. It is emphasized that the capital cannot be an absorber of potential losses, and operational risk mitigation should primarily be based on preemtive measures as well as on the development of effective systems of internal control and internal audit.
