Summary/Abstract: The article is divided into three sections. First, we focus on the semantic evolution of the concept of nation, from a cultural grouping to a political unit with sovereignty. We then examine the historical conditions that led to the transformation of its integrative nature into nationalist claims and secessionist nationalisms. The third part addresses the ethical question of to whom sovereignty belongs, the nation or the state. The principles of subsidiarity and promotion of the common good argue that sovereignty resides in the state and is limited by the fact that it is addressed to individuals as public officials. To attribute sovereignty to the nation is to incur in a quid pro quo, by attributing to it the service of authority that falls within the orbit of the state.
