Summary/Abstract: Through the qualitative method of analyzing the CIA’s Detention and Interrogation Program, this scientific research aims to evaluate the degree of effectiveness of the enhanced interrogation techniques developed by the CIA, relying simultaneously on a dual content analysis: on the one hand, the examination of the first ten conclusions from the Senate Committee Report, selected by the U.S. intelligence community regarding the CIA’s Detention and Interrogation Program; and on the other hand, the analysis of elements provided by top political decision-makers and former operatives from American intelligence services. The novelty of the topic addressed in this scientific article for the Romanian specialized literature dedicated to American counterterrorism lies in the fact that, in order to maximize objectivity in evaluating the effectiveness of the Agency’s enhanced interrogation techniques, it juxtaposes the legislative dimension, highlighted by the Committee Report, with the informational-operational dimension, supported by factual elements selected from key actors within the American intelligence community.
