Summary/Abstract: When an unprecedented crisis erupts due to an external threat, the political sphere and the population generally constitute a united front at national level. Governments then quickly had a large margin of manoeuvre to act in response to the crisis. In this paper are presented the ways in which certain states understood to act when they established the state of emergency caused by the COVID 19 pandemic. The main discussions within different societies were around the violation or limitation of fundamental rights. Surely the perfectity of international standards in the field of human rights by state interventions in response to the COVID-19 crisis remains under discussion. The paper presents measures that have been taken by parliaments to promote a human rights-based approach to national health responses.
