The realism deficit in Polish foreign policy

Summary/Abstract: Polish foreign policy has come under criticism. The rivalry between the two largest political parties in Poland, and between the government and the president is evidence of a lack of coordination in terms both of institutions and substance. It is also undermining the foreign policy consensus developed by the Polish political elite over the nearly 20 year period of the Third Republic. During the period in which the Law and Justice (PiS) party was in power, Polish foreign policy was characterized by strong ideological influences and dogmatism, together with the absence of a logical and coherent strategy. As a result of “self-satellitization”, Poland became a front-line state in the strategy of the USA towards the East, and especially Russia. An erroneous and simplistic perception of international reality, politicians lacking the necessary expertise, the dominance of phobias and prejudices especially in relation to Poland’s two largest neighbours – Germany and Russia – all contributed to Poland’s problems in the foreign policy arena. Poland’s governing elites find it difficult to understand the basic principles of political realism. They have an anachronistic understanding of the national interest – viewing it in historical and ideological terms rather than pragmatically. Their idealistic and moralistic approach to international affairs is contrary to the principles of economic calculation, rationality, and prudence. The Georgian conflict has highlighted the need for a reevaluation of Polish foreign policy, a more objective approach to the behaviour of Russia, and less emotional cheerleading for America’s vision of the international order.
