Summary/Abstract: The 20th century, as well as the beginning of the 21st century, gave us a different perspective on what we call, since the Westphalian period (1648), "state sovereignty". Thus, following the First World War (1914-1918), the states began to realize the difficulties of managing, exclusively within the national framework, some political and economic problems. In other words, states, primary subjects of international law, faced new transnational challenges, such as wars, population migrations, social movements. In this context, beyond nation-states, another type of international actors appear and, equally, prove their effectiveness - International Organizations, in this case, the Council of Europe.
