Summary/Abstract: In this paper I discuss about the type of rationality of one of the most important civil servants of our bureaucratic system – The President of the County Advise. His importance emerged from the capacity to manage the resources of the local administration in order to satisfy his personal interests. I assume that he is a rational agent and I try to identify his primary objectives and means. Using public choice theories models proposed by W. Niskanen, A. Downs, I test the hypothesis of budget maximizing for this type of bureau. Secondly, I analyse if actual practices of the President of County Advise are confined by the powers in law (press monitoring applied to the activity of the President of the Olt County Advise). Finally, based on the conclusions of the analysis, I suggest possible mechanisms that might correct the situation.
