Summary/Abstract: When the issue is approached in terms of political communication and party discipline, President Recep Tayyip Erdogan comes across as the most basic and dominant actor that stands out in Turkey. President Erdogan's leadership and discourse have established an action and discourse with a language that differs from the task of civilizing and modernizing society, which the state elites, soldiers and bureaucrats consider to be their duty in the process of modernization. In other words, society puts the popular will and civic politics in the foreground instead of the bureaucratic tutelage that has existed since the last two centuries of the Ottoman Empire and wants the bureaucracy to return to its own spatial boundaries. Erdogan, on the other hand, has managed to convey the relevant reactivity to the political establishment through action and discourse. As a result of every military coup that dampens social, economic and political life, the fact that the people support parties that adopt a policy against guardianship, not parties that position themselves on the side of military-bureaucratic hegemony, can be presented as evidence for the relevant phenomenon. From a historical point of view, it will not be surprising to see that the longing for a politics predisposed to civil politics and political culture in the style of Erdogan is psychologically desired and supported in society. In other words, it is not surprising that from the first years of his leadership, the Erdogan leadership has painted an image that assigns civic politics as a part of practical life as well as discursive, far from being centralized, but at the heart of daily political discourse, blended with his conservative-religious-nationalist electorate, which was defined as the periphery before his leadership. The use of language and rhetoric under Erdogan's leadership is a preliminary means of showing that he is like one of the nation. While Erdogan uses the relevant language and rhetoric, he has taken the path of refuting or neutralizing the opposition's ideas with the expression of a man of the nation. When Erdogan uses the aforementioned style and language, he intones a psychological effect that, in addition to being a populist, a native and a nationalist, he has suffered or experienced sufferings in public and has experience and experience.
