Summary/Abstract: The experience of many cities confirms that reversing the spiral of collapse and transform-ing it into a spiral of development (regenerativeness) will not be possible using traditional financialand planning instruments. All actions to create regenerative capacities are embedded in a broad insti-tutional and cultural context (conditions). In this article, we focus on culture as a phenomenon thatconditions and influences the regenerative processes of cities and as the “subject” of the long-termimpact of public policies on creating lasting cultural conditions for the regenerative metabolism ofcities. The cultural conditions of a regenerative city refer to the identification and then shaping of thevalues of a regenerative society. Moreover, the public authorities play a significant role in creating cul-tural conditions for a regenerative city. Through actions stimulating cultural development, society’svalues are shaped, which constitute the basis for a change of thinking towards regenerativeness. Thesuccess of the new regenerative economy, therefore, depends on building a new paradigm of the cul-ture of the regenerative economy, but above all, on building lasting social foundations of the cultureof a regenerative city. The article aims to systematize concepts, indicate key challenges of regenera-tiveness, and also determine the impact of culture on regenerative development by indicating actionsthat build the regenerativeness of cities.
